snowblower friction plate won't move

Toss the WD-40 for this application. Get an actual lubricant (liquid wrench has a can of sprayable oil)
(I have nothing against WD, but it ain't worth squat as a long term lube.).

WD-40 will not be the long term fix.

Hoping to get by with just some WD-40 and until the spring when I can take it apart and do a good cleaning.

I will be using anti-seize as noted in the service manual. I already have some because I bought a tube for the combustion air fan set screw on my pellet stove among other things.
 
Good call on the anti-seize for the long term, but even for the short term a lubricating oil will do a much better job at keeping the thing sliding. WD - 24 hr fix. Lube - 2 month fix.
