I purchased a toro timemaster last year. Has a 30" deck and starts up easily. Only issue i really have is that grass seems to get clumped up around the bottom of the deck and I constantly have to clean it. I am using a bag most times too. The grass is dry also. Any suggestions?

As far as what? I read some reviews on it and some other people have the same issue with the grass getting clumped up around the blades. Grass I am cutting is not very long at all. Maybe I should clean it after every use? Possible to grass that might have been from prior cut is causing other grass to clump up on it? Basically bought this mower because I don't like a ride on mower and I also didn't think a commerical mower was necessary.

I would clean under there really good. Then spray it down with a dry graphite spray underneath the deck and all the way through the shoot.

Those machines are a brand new design from toro. 30"-33" residential walk-behinds are nothing new however. Troy-bilt, Sutech, and Billy goat all built decent examples. The new MTD/craftsman/cub cadet version is blasphemy to the original Troy-bilt design they copied.

As far as the Timemaster is concerned, it's a two blade timed deck that was intended to mulch from what I see. I don't have any direct experience with that unit but I'm no stranger to that setup. I have a Deere LT150 with a Freedom 42 (similar deck setup but no bag or discharge, dedicated mulcher. ). Make sure your RPMs are set according to spec. Are you primarily side discharging with this unit with a side of bagging? If so I would look into the possibility of high lift blades for it. Also no matter what mode you use, don't try to cut more than about 2" off the grass. Most residential lawns do well cut at 2.75" or higher.
 
Paint isn't really there anymore. Didn't realize that would be the cause. This website is AWESOME!


Not sure that's the answer, but it can be a factor, and it's something anyone can fix themselves. MasterMech is the real expert here, I just bear the curse of mowing more grass than the average homeowner.
 
After a good coat of paint, try Fluid Film. Some of the pro's swear by it.
