Clean Out Question

Need help here. Have wood stove in the basement. Took cover off clean out and this is what I found. I thought I would have more "space" in that area. I can see the clay flue but thought there might have been more room for the ash to collect. Jotul is connected to chimney via a thimble in the wall.

sorry for being a little dumb, but i don't know what the picture is from or what angle. i know this is your chimney but are we looking at from bottom up? what is that hole into. the side of the clay flue?

It does look like a kind of half-assed install. The clean out is buried and shallow, but it's what you've got. My main concern is that it looks essentially unsealed due to hollow block spaces. How is the draft? Is it is marginal, as a test I would fashion some cardboard to fit tightly against the face of the block that contains the clay tile and see if that makes a significant improvement. If it does, a metal plate matching the cardboard dimensions could help if it can be sealed in there. Or maybe some careful cement surgery on that area to make it more accessible?
