Blowback Question

Plain and simple, does a chimney cap increase blowback chances in high winds?
 
Some caps are better designed than others. I haven't found that with our Simpson cap, but only have burned in up to 50 mph winds.
 
I would think the cap actually reduces the chance of blowback.
 
Nothing preventing the wind on that cap, if you have blowback issues look for a cap like this:

Every time I see this it reminds me of a) a Spanish Conquistador's helmet and b) the back half of a Viper (Battlestar Gallactica reference.)
