Chase ventilation question

Just wondering if the chase is supposed to ventilate, If so, is it via around the chase cover to chase connnection or under the storm collar, or both?

The chase will not need to be ventilated. It would be better if it stayed warm, that is why it is insulated. Seal it up air tight.
