Are you using Tapatalk or Tapatalk 2?
Tapatalk 2 has a button, top-right, looks like a speech bubble with 3 dots in it. if you want to quote a post, tap the post, then tap the button.

... and I regular Tapatalk you just tap on the post you want to quote, and select "Quote" from the context menu.
