This is not an evaluation of actual efficiency, just a ranking on a city's efforts.
Yup. IF you are doing a bunch of currently trendy things like bikeshare and recycling and locavorism, you go to the top of the list. And we can always count on Boston folks to follow the latest trend (and crow about it).
IMO, Philly is the anti-Boston..."trend, what trend?", inferiority complex, etc. More italians, fewer irish, similar look/feel/history otherwise.
Not meaning to bash either, just a contrast that fascinates me, grew up in MA.
