Anyone know how the PDVC works with an external thermostat? When the thermostat calls for heat does the stove go to 9-9 and then 1-1 once temp is met?

the stove will cycle between whatever heat range you select and 1 so if you are set for 9-9 and the thermostat quits calling for heat the stove would run as if it were set on 1-9, when the stat calls for heat again it will revert back to 9-9 (or whatever settings you have the heat range set for)

Perfect, so the idle is hard set to 1, the high point is adjustable, and the blower will stay at whatever we manually set it at?

Now to see if I can find a thermostat that can use it as the 'primary' heat source and use the boiler as a failover if the temperature is not met.. anyone know if the NEST or other advance thermostats are capable of this?

The easy way out is to just use two thermostats. I have the MVAE set for 70 and the oil fired boiler set for 55. Nothing fancy but it works.
