I have a hearthstone shelburne that is about a year old and the secondary tubes look like they are rooting out already/ Is this normal? Thanks

No, if they are rotting already that is not normal. They should be stainless and last many years IMO and experience

Looks pretty normal to me...what is it that makes you think they're "rotting out" ?
 
Nope. No rot. Just normal dirty.

Yes - should last many years. FWIW SBI warranties the tubes (on the 2200 - maybe other stoves as well) for the life of the stove. If you have one crap out ( pics look ok though) check the warranty....
