How to get correct pressure m55ci insert help?

Im new to the pellet world so all your advice has been so helpful.i have an enviro M55ci insert. I finally just got my Ti manometer.I fully cleaned the stove and let it run on high for about an hour. The flame looked good and i had pretty good heat using the stove chow. I checked it with the meter and i had to close the damper all the way and it still wont go under.38. I know the range is .15 -.17.I lowered the combustion to 1 on the stove and i could get it to .28. What do i do to get it in the correct range. Thanks again and merry christmas.

i just realized the texas instrument em151 manometer has different modes.Does anyone know what the guage says on the correct mode.
 
I do not but my only shot in the dark is this: did you burn that stove on 5 for an hour before trying to set it? and did you wait 15 minutes between damper changes to take the reading again? If yes, that's all I got. If no, try that. I use a dwyer magnahelic so I'm no help on the manometer. At least my useless post will bump your thread though...
