If a plane crashes EXACTLY on the canadian/usa border,,,,and there is a bad fire that makes bodies unidentifiable,,,,in which country do they bury the survivors?

There is a stack of hay.
There is a horse.
The horse has a rope tied around his neck that is 15 ft long.
The hay is 20 ft away.
How can the horse get to the hay and eat it?

The river is rising at the rate of 12 inches per hour.
How long till the water is at the top rung?

This reminds me of a buddy that said he put some ice in a big cup and filled it until the whiskey just covered the cubes. Got almost half full before he realized that they float. Said it was so good that he poured another.

assuming that the other end of the rope is not tied to anything the horse should be able to walk the 20 ft dragging the rope behind him and start munchin
