Pellets are made for burning. The rationale could be that a small fire that can be easily extinguished could get out of control rather quickly if the pellet stash catches fire.
Without forced air, a pile of pellets won't burn very well. It's like trying to burn a piece of wood that's lying on the ground. Usually goes out by itself.

Your letting science and common sense get in the way..
Insurance companies rarely use either.
