i'm sitting watching tv and the stove has been off all day, i hear this weird noise, sounds like the combustion blower kick on and go off, intermittently, i look over at the control panel and the combustion blower led lights up briefly and kicks the blower on then off...

anyone seen this before? cause? solution? i don't think that should be happening with the stove off

Try a reboot. Unplug it and plug it back in.
Why is it doing it I do not know but it is not normal

Is the stove actually turned off or is it just off due to the temp settings?

it's actually turned off, the mode knob is on off. i'll try unplugging it for a bit

You shouldn't have to leave it unplugged for more than a few minutes to see if this will solve the problem

I've had the same problem with mine. The cause was a bad potentiometer on the control board. The pot gets ratty and develops dead spots that cause intermittents. It's common on the Harman stoves. You can do a search on this forum and find other reports for the problem.
