I have an Englander stove and never shut it down while refilling. I would not own a stove that had to be shut down while adding pellets.
The Englander stove I have 25pdvc temporarily shuts down the top auger (pellet feed) while the hopper door is open. Stove reverts to full operation when lid is closed.

Depends. Newer stoves have a tool limit switch on the hopper lid. I use two Englander stoves to heat our home. What works for me is, I bought two pellet sculls. These each hold half of a bag ,or 20 lbs. of pellets. Using these to fill my stoves is faster easier and cleaner. Fast enough to beat the time delay set for the hopper switch.
 
There are no hopper lid switches on my stoves. I fill anytime.
