PFM - pure friggen magic.

(actually I use a free program called picture resizer - easy to use. MS Paint can do it too and is probably already on your 'puter).
 
You can see the valve wrench on the nut. Why haven't they shut off that water? Surely it isn't intentional is it?

It was me, flushing a dead end of a water main. Most of the blow offs are angled but this particular one was installed by a contractor and it is shooting straight in the air.

Too funny. I thought it was a broken away hydrant but if this is just a blow off then I would call that contractor a putz. Throw on some fittings or even hookup a hose to prevent being in the news.
