This tree is so screwed up ,only safe way I see is to take the whole thing down, big lean to though
 
Heh, it does look messed up from the pictures. Make sure to treat the stump, as it will continue to shoot up suckers from and around the stump. It's a lot like black locust and ailanthus in that manner.

I got other small , taken down trees, with suckers ,,
what to treat with ?
 
Treat with whatever herbicide you can get. Usually a farm store will carry a more concentrated form that you can use to spray or paint on the stump. There is more than one herbicide and method. See which one you like:

I've had some success with concentrated glyphosate on a freshly cut stump. Keep an eye on it and reapply if you see shoots.
 
I got a huge leaf small tree I cut down ,don't know what it is , it's very soft, dam thing grows like crazy
 
A large boxelder blew over years ago on our farm. It decided to grow branches out of the side of its then horizontal trunk. Some trees just don't know how to quit.
