Is this an appliance adapter suitable for Harman?

My pellet vent setup came with a 3PVP-06 straight length pipe as the appliance adapter, is this correct? Is the orange seal inside the pipe capable of preventing smoke from getting in between the inner and outer shell?

No, that is straight duravent piping that locks into another straight pipe.
To connect that pipe to your Harman you need a stove adapter like this:

It has the smooth flange that slides onto the Harman stove flange.
Some people use high temp silicone sealant to seal the adapter to the stove. I use high temp foil tape so the stove can easily be pulled out for servicing. The silicone is very hard to get off.

Thanks for your reply, but is PVL compatible with PVP pipes? and this 4PVL AD looks like 4 inches? my exhaust is 3 inches

You are correct, you need the duravent 3" appliance adapter at Lowes or Home Depot. That was all I saw on their web site.
 
The 3pvp-ad will work but the 3pvp-adhb is made for the Harman specifically. I use high heat black silicone w/ 2 screws into the collar. See here for Simpson Duravent's pdf on this part.

The 3pvp-06 will "work" but is not ideal. If you go that route you definitely want to be using a lot of high heat silicone in the space between the inner and outer piping.

Got my hands on a 3PVP-X4AD, so I'll be on 4 inches all the way right from the stove.

Ok been working at this, I find the fit somewhat crappy, just how much silicone do I put in the adapter cavity or just on the Harman exhaust? I find it sags when I attach the T, how many screws required?

Sorry, haven't been here in a bit. Not sure if you already got it hitched up but 3 screws should keep that from wiggling. There is a Harman specific increaser adaptor that should be used for your situation (3PVP-X4ADHB). I would basically goop as much silicone as you can fit in the cavity between the inner and outer parts of the adaptor that you have to try to eliminate any smoke from getting into the "air cooling" part of the pipe. Hopefully you already got it all set but if not good luck!
