Is it possible to cut 1 1/2 in off the end of a black doublewall pipe? Who would one employ to do such a maneuver?

brand of pipe? cant you just get a smaller section and add an adjustable?
if DVL you are not supposed to cut it, the only section you could cut would be an adjustable section, (on the open end)
for a clean cut, try a metal fabricator/welding shop etc
