I am installing a new F500 Oslo and I am not sure if the fiberglass batting material inside the stove is supposed to stay there or is it just a packing material?

Does the manufacturer's owner/installation manual/documentation not address it?
 
My Jotul F 600 has a blanket on top of the baffle that stays in place while burning. I believe the concept is to keep the intense heat inside the stove from hitting full force on the top of the stove, this minimizing the potential for warping.
 
That sounds like the ceramic insulation blanket, not fiberglass. Yes it has a place in the stove. It needs to lie flat over the baffle and must not be bunched up toward the back of the stove or it will block the flue exit.
 
Like others it sounds like you're describing the insulation blanket that sits above the baffle board . . . posting a pic or describing where you see this would help us determine if this is in truth what you are seeing. And if it is the insulation blanket . . . yes . . . it's an important part of the stove.
