I was called to replace a noisy blower which I did put the stove back together but as soon as I plugged it back in both blowers were delivered low voltage. I tried a new board nope tried jumping the photo eye and several other switches but it still wants to start those blowers as soon as I plug it in. I'm stumped. I must not be seeing something.

You jumped the photo eye. Did you try leaving it unplugged without jumper?

I've been going over this in my head and all can come up with is when I plug the stove back in the board feels it needs to deliver low power to both blowers but if it is not the board then what other part of the system would call for this through the board?

Does it have a POF switch? On my stove, if the switch is closed (shorted) both blowers will come on immediately.
There must be a sensor somewhere in that stove that tells it that it's up to temp.

Both controlboards must have memorized the no.1 scenario mentioned in this quote from the Traditions T300P owners manual on page 16. So, according to this everything should be ok.
