Interesting tool..how to use?

I found this Interesting tool..how would I use it?
It looks like it is used to move logs.

I have seen something similar.
The log is lifted into the cradle between the wheels at about the halfway point on the log. The handle end is lifted up until that front cradle contacts the log and then it's chained to the log. The handle is pushed down which raises the far tail end of the log up off the ground and it's pulled along the trail
 
"how would I use it?"

I'd put a hitch on it and pull it behind your atv, tractor, etc..

Looks a heck of a lot like the Christmas tree carriers that most of our local tree farms use.

I like the idea of adding some type of hitch to pull it !>>
 
So that's what it is. Saw a similar item at an Amish auction sometime back. I thought it was an early version of a hand truck.
