Whats on my Cap?

Hi, so about 2 months ago my chimney sweep changed my cap to the correct one, brand new, it was nice and clean. I have not burned with it on yet, but today i was outside looking up and it looks like its clogged up. Is it spider webs? dogwood? should i be worried? will it go away when i start burning? will it not go away and make things worse and clog even more? what do you guys think? see pics below

The wind blows left to right and vise versa, as you see in the pic, showing no clogging on the near side and far side. sorry for the not so great pics

Here is the old one, the original installer did a chop job, or so says the sweep, and reused the original top that was there. Either way its replaced now. There is definitely stuff in it, its not a reflection.

Calling him tomorrow, just wanted to get some info and opinions of you guys so i am prepared. Im just worried it wont blow away, and i start burning and it creates a wall for creasote to build up on, making it clog up.

I will look tomorrow with binoculars, it was getting late out when i saw it today, i might even hop on my lower roof to get a closer look, im not particular to being on roofs. Im wondering if the cap has a tight nit screen on it, i would think that would be counter productive.
