Why make it so complicated? A simple inexpensive metal file will do the job. The flights are not hardened steel .

The flights in the 25-PDV and 25-PDVC stoves are high temp molded cast iron. You can use a file, but grinding stones are much faster. I usually go over all of it and get any high spots.
 
You could go to a Harbor Frieght if you have one and buy a cheap grinder for about $10 bucks too. You'd also have a small expense of the grinding wheel or whatever you chose to use on it. Not the cheapest option all said and done but grinders come in handy for many things.

Ride a motorcycle 50 miles or peddle a bike. That's your call. Pick your own poison. The wheels for a drill are a good option IF you have a drill. Those can be had cheap too at HF. I pay a lot for tools being a contractor but cheap tools don't hold up for me. I do own some HF stuff and they are a great option for tools rarely used. Kinda like Bic Razors........Use them and toss them.

Inquire with Don since he has the experience on that. I have not had to grind on mine but I use grinders and tools like that on almost a daily basis. Since you already have a drill then getting and doing what Don suggested is the way for you to do. There are many types of drill wheels and / attachments to be had pretty cheap about anywhere. Just be sure to get the correct size shank on them that fits your drill.
