My Empress pellet stove is flashing a code it flashes the 4 and 5. Thanks in advance. The blower comes on but will not start.

From the service manual: Unplug the unit and push the red button to reset the sensor. Ensure the cause is determined before restarting.

What happened before it started flashing the codes? You may want to unplug and open up the cabinet. Check connections on the high limit switch. When was the last time you cleaned venting and stove internal exhaust pathways?

I clean it out once a week or more if it needs it. What red button. Where is that located?

Inside the back cabinet so unplug before working on it! #3 on the diagram on page 30 http://enviro.com/custom_content/docs/manuals/C-12147 Instruction Empress-A FS Domestic Technical Manual.pdf

"200°F (93°C) Manual Reset High Limit Temperature Sensor: This sensor (located on the right hand side of the firewall) has a red push button in the center of the sensor. This is a safety device. In the event that the convection blower fails, this sensor will detect the stove might overheat and will shut the power OFF to the auger motor."

A visual of what you are looking for might help ... these can fail over time and may need to be replaced. http://www.pellet-stove-parts-4less.com/Enviro_High_Limit_Temp_Sensor_200_Manual_Reset_p/ef-016.htm

Another photo that allows you to get a close up of the small red reset button in the center:

If you have an Empress FPI (fireplace insert) the high limit is just behind the shroud (as you look at the front), on the top right of the stove. But people here are correct: that high limit has 120V on it, so unplug the stove first! Yes, I got 'bit' once.

I have an Empress Insert, and if I run it on full blast #5, it will trip the high limit. This is a known problem with this particular stove. If I run it on 4, no problem, can do that all day. Supposedly with my new, updated control board, I can adjust this. However, I so seldom have to run it that hot, I keep forgetting to get the book and make the adjustment.
