Feeling the Heat
Both and neither. There are so many variables that are difficult to quantify using the common HP/RPM/CC measurements - the nature of a saw's powerband, acceleration, and torque, for example - that I'd look first and foremost at HP, followed by some speculation regarding RPM and CC to figure out whether the saw is going to be peaky or have a broader powerband. From there, I'd want to test drive the contenders.
Left to examine a measured variables only, I'd look at HP first. From there, CC (to guess about powerband width, torque characteristics) and lastly RPM.

To me weight/power ratio matters most, then which saw offers the most torque. If those two don't narrow the field to just one saw then I'd go with balance of the saw, which for me means between my hands or slightly to the rear hand.
