When I started investigating firewood permits I started with the main DEP email address listed on the page feuerundflamme linked to. Eventually I was put in touch with the DEP forester who manages the state parks near my home. Hesend me the permit application and marked out a lot for me. However, guys on here are very good people so here it goes. You need to request a permit application from the Forestry guys in Marlborogh (sp). You will complete it and wait. At some point they will send you back a application that says, meet at such a place, at 7:00 and we will give you your lot. Most of the time it is a maple, cherry and birch lot as they save the oak for loggers. Sometimes you will be lucky and get a downed lot that the loggers have already run through. Do NOT get a 5 cord lot unless you either have: a. a lot of time during the 2 months or b. a ATV or Tractor that you are using. I have gotten both (family has been doing this for about 20 years) and the 5 cords suck. We will usually get 2 2 cord lots and go from there. They are HEAVY lots as well. Make sure you plan a road into the lot and bring a good hedge trimmer for the underbrush. As for the power lines, from what I have gathered, these are private property that the company uses not belonging to them. I've been given permission to travel on them (not for cutting) by the owners of the land, not the power companies. You need to find out who owns the land under them.

I make out. As to the utility company land, I was more inquiring
along the lines of Water Company land. I have heard about people
getting permits from them, but nobody seems to have hard evidence.

I found that the Regional Water Authority does grant firewood permits. The only evidence I found was an article in their newsletter: http://www.rwater.com/consumer-info/waterlines/2007_4/index.html
I contacted the RWA and found my way to the person who manages the program. I was given an application to fill out and fax back. I was told that the RWA sells 5 cord lots. The first lot costs $175, which is $20 per cord, plus a $75 application fee. Subsequent lots are sold for $20 per cord with no fee. When I applied last winter I was told that there was a long wait and that there was no guarantee i would get a lot this year, nor would they guarantee that I would be granted a lot anywhere near where I live. I still haven't heard anything.
It's worth a shot if you live near RWA property. Good luck!
