I have an older stove (Whitfield renaissance) and the manual says to use a 3" to 4" increaser fronm stove, 2' max horizontal length going out thru wall, and then 8' min vertical length going up along outside of house. I know guys that just run 3" vent right to the outside and put vent cap on. Are my instructions outdated?

No they don't. But, I think at the time of this publication (90's) 4" was the vent that was used. Also, every setup the manual has is venting running up thru the roof or thru the soffit to 2' above where it comes out at on the roof, which would mean over 15 ft. of venting. And that I believe is where the 4" comes in. (venting over 15 ft must be 4", right?).

Whatever is in the manual that came with the unit is what the testing/listing agency approved when it was tested. If you stray form the manual you are in untested territory and no one can tell you what will happen. Only excepting is if the same model stove had new manuals printed with different venting guidelines. Of if you get a letter from the MFG specific to your stove with different venting specs attached.
