As you are undoubtedly aware, the 2009 Economic Stimulus legislation was signed into law on Feb. 17th, which includes a 30% tax credit (up to $1,500) for homeowners who purchase a 75%-efficient biomass-burning stove in 2009 and 2010. Below/attached are FAQs that help answer basic questions concerning the legislation.

While the new tax credit takes affect immediately (and also applies to qualifying stoves already purchased in 2009), the Internal Revenue Service has not issued the exact testing guidelines to determine which appliances meet the efficiency requirements to qualify for the credit.

However, if the IRS accepts the HPBA’s and EPA’s recommendations, Harman has determined that all of the products listed below will qualify, regardless of the test criteria. These models include:

Frequently Asked Questions about the Tax Credit
Q: What is a federal consumer tax credit?
A: Consumers claim the credit on their federal income tax form at the end of the year. The credit then increases the tax refund or decreases the amount the taxpayer has to pay.
Note: With regard to tax credits vs. tax deductions, in general, a tax credit is more valuable than a similar tax deduction. A tax credit reduces the tax you pay, dollar-for-dollar. Tax deductions - such as those for home mortgages and charitable giving - lower your taxable income.

Q: When does this tax credit go into effect and how long will it last?
A: The tax credit goes into effect January 1, 2009 and is valid for the purchase of a qualifying biomass-burning stove in 2009 and 2010. The sales receipt must indicate that the purchase was made between January 1, 2009 and December 31, 2010.

Q: Who is determining the tax credit guidelines for the qualifying units?
A: The Department of the Treasury, and specifically, the IRS.

Q: How will a consumer know if a product qualifies for the credit?
A: We will certify each product that meets or exceeds the IRS efficiency requirements. At the time of purchase, the consumer will be able to download a “certification statement” from our website that certifies that the product qualifies for the tax credit. Consumers should keep the certification statement for their records, but are not required to submit a copy of the certification statement when submitting their tax return to the IRS.

Q: What should a consumer who already purchased a stove do while waiting for qualifying information?
A: He or she should save all receipts along with the stove manufacturer’s name and model information.

Q: How does the language in this legislation differ from what was passed in October 2008?
A: The new legislation 1) increases the tax credit from $300 to 30% of the total cost of a biomass-burning stove, 2) extends the credit to purchases in 2010, and 3) measures the stove’s efficiency based on the lower heating value.

Very Good NEWS!!!

Thanks for the info Eric, This is much better than the $300.00 I planned on when I bought my Omega.

I just hope the Omega qualifies for the credit.

Now maybe we can get a credit for the purchase of our fuel too!

Wow! I sold my 2008 stove to my son but he found it wouldn't comply with condo code. I just bought it back in 2009. Have a receipt. Cool.

Hmmm, I wonder if someone will start a business of buying used stoves just to sell it back to you for lets say,, half of the 30%... The stove never has to leave the house..

Thats exactly what I figure the stimulus is going to do, create more people depending on being supported by the government. and more Government jobs..

let me get this straight....we're going to borrow $$ from other countries to pay for the borrowing the govt. is going to do to give to banks, car companies, and people that bought houses they knew they couldn't afford to pay for.

Obviously the beginning of a long line of "brilliant" moves by the new president.......not. :mad:

If it has a toilet and kitchen in it, you can.......deduct the interest, etc.

And some states, Rhode Island for instance, don't collect sales taxes on boats.

No, Just a little 14' fishing boat for me and the kid. Ct has sales taxes for boats, But no property tax after that. They just tax the trailer.

I'll be happy just to get something for the stove purchase!

Bought our pellet stove in 2008, so we get nothing! Bought a 2009 car in December, so we get nothing! We pay our mortgage on time, we get nothing! Great stimulus package!! Doesn't apply to anyone doing the things they should be doing, just those that aren't.

Agree! I bought 2 stoves in Sept 08 so I get NOTHING!

I believe in "welfare to work". I believe those people on housing, food stamps, title 19 (medical), and other free handouts should be required to do community service. Just think of the money that the Gov't would have if the welfare had to work. We wouldn't need a stimulis package, no one would be on welfare. All the free stuff has to go.

During the depression there wasn't welfare. We put people to work building parks, damns, roads, etc. We need to learn our lessons from our past history.

Tell them their benefits are equal to work at minimum wage. $300 food stamps = $7/hr = 42 hours of work!

Yep, I agree. Do what your supposed to do=get nothing. Do what you AREN'T supposed to do=get $$ and get told it's not your fault....
 
What if the home the stove was purchased for is not a primary residence? Thought I saw something on that...

Not only would the ACLU hate you (they should be banned anyway) but the unions, whose jobs are being taken by the welfarers, would never tolerate that AND we all know they run Washington.

Hold on now. Place into service is the rule.
There is a federal tax credit for biomass fuel stoves (used for heat or water heating) " placed in service" in 2009 and 2010 for 30% of the cost, up to $1,500. The stoves must have a thermal efficiency rating of at least 75% as measured using a lower heating value.

What does "placed in service" mean?
The IRS defines "placed in service" as when the property is ready and available for use. So, it's not when you purchase windows or HVAC system, but the day they are installed and able to be used.

Are installation costs covered by the tax credits?
Installation costs ARE COVERED for:

HVAC (Heating, Ventilation and Air Conditioning) systems
Biomass Stoves
Water Heaters (including solar)
Solar Panels
Geothermal Heat Pumps
Wind Energy Systems
Fuel Cells
The tax credit for HVAC, biomass stoves, and non-solar water heaters is 30% of the total cost (product + installation) up to $1,500. The law specifies installation costs include: "expenditures for labor costs properly allocable to the onsite preparation, assembly, or original installation of the property."
