the sweep said that after 1st and 2nd degree creosote is on the liner, the poly brush will not get off 3rd degree creosote. Can someone explain a little more?

Had a hidden air leak right at the flue collar in the old insert. That and not so dry wood coated the chimney. Rather than use chemicals I lit off the Stage 3 creo to clean it out prior to installing the liner. Only advisable if you are a crazy old man.

He had said a steel brush is the only brush to take off stage 3, that poly will not. is that true?

No brush is going to take off stage 3 creosote. There are chemicals available to sweeps that are applied in a two or three step process. But I have never heard of anybody on here having stage 3 in a flex liner. It may happen, but I haven't seen it talked about here. It appears that both the hotter pipe and expansion and contraction of the liner flake the stuff off for brushing. This should be an interesting discussion/thread.
