Sealing around the liner and blockoff plate?

If your referring to furnace cement type material ( black and hardens like concrete) yes your ok. Just eye it up when you clean the liner/stove each year . It can crack and fall off..
If it does, get some door rope gasket and stuff it in the gap.
If you used silicone, no, that is not going to do well there.
 
High temp caulk okay for block-off?
