My parents bought and installed this stove, I'm pretty sure it's an elmira stove works one. I'm assiuming the top lever is the damper, however when I move it, nothing seems to happen. And the bottom is the air intake? There seems to be more smoke smell in the house, then what my old honey bear stove produced, and this one when starting it up...spills some smoke into the room...help please.

You spelled "girl" wrong. What gives? I just read some descriptions off of Elmiras website. The dual control stoves all list the upper air control being to the right of the door.
 
Could be the chimney is not drafting well. Has it been inspected? It could be too short, too big a diameter, clogged with creosote, uninsulated (especially poor draft at start of fire).
 
There is no air control to the right, as you can see from the pic, there is a knob at the bottom of the glass door, and a handle at the top of the glass door. Inside the stove there is a hole, I assumed that's the damper, and moving the handle moves the damper....well it's doesn't move at all.
 
It seems to me that you do have an awfully short chimney. Have you done anything to fix that? Smoke smell in the house is not good for sure.
 
Does the insert have a full liner? If not, I would guess that the smoke spillage is due the that. We have lots of customers with short chimney insert combos with no smoke issues.
