Chimney cleanout location on indoor chimney?

Indoor masonry chimney servicing a small wood stove. (center of great rm)
The thimble will be about 3'-4' up from the floor. I was always told no more than about 12" of "dead" flue below the thimble.
would 4'-5' of "dead" flue be to much below the thimble ? (this would allow me to put the cleanout in the basement)

If I have to put the cleanout ~1' below the thimble, it would be in the great room, right in the stone face of the chimney,
This would leave ugly stains after the 1st season of burning/rain.

If it is sealed tight, it should be ok in the basement. Have to ask, why a masonry chimney instead of a stainless flue system?
 
Part of a Masonry heater complex, it will have class A from the top of the heater/chimney up through the roof.
