With a 35 ft stack and the extreme temps in Fairbanks I would consider the damper if the stove does not respond well to reducing the air via the thermostat. The advantage would be reducing the draft to the point where the stove is more predictably stable.
 
i had to use one on my DW due to it over-firing on me.... If u can control it (the burn/air flow) then you don't need one.
