Exhaust blower goes off and on?

We have a new USSC 5500m. Is it normal for the exhaust blower to go up and down in about 2- and 4-second intervals?

When I did the initial run-through for control check, I saw that the lights referred to in the owner's manual--the ON led and the draft exhaust LED did go on, but now realize that they did't go on and stay on during the drft part of the test. The ON light would light, then go off when the draft light went on which would then go off when the ON light went on. This alternating synchronized in about 2- and 4-second intervals with the blower going up and going down. The manual refers to this, but I'm not sure if it considers it to be a sign that things are working or that they aren't.

In any case, the exhaust blower does the same thing during regular operation. I expected it to be continuous, but can't find anything in the owner's manual or on the USSC website to indicate which is proper operation. Everything else seems to work fine--good flame (I guess, not an expert), room blower giving us heat, etc., EXCEPT that when I turned the stove down from Heat Range 3 and Room Air 3 (recommended for a couple hours on first startup) to HR 1, Room 1 or 2 and draft on auto, we started getting a lot more sparks, more ash flying around, and the glass sooted up in a few hours. The exhaust up/down is more noticeable on lower settings, but is present on the higher setting (you have to listen for it more closely). Thanks in advance for any help.
 
Draft fan on and off is normal for that stove, my 5510 works that way too. Changing the up and down bottons will change the off and on times.
