25-PDV Blower Speed Won't Decrease Unless I Decrease Heat Range First

I've had my 25-PDV for a few years, '13 model. We've been experiencing some cold temps in NH this past week. Last night was pretty cold so I decided to check whether I was on mode "D" or "C". Well, for whatever reason I couldn't get it to come up. I let the stove go out, unplugged it, plugged it back in and held the Blower Speed "Up" and "Down" buttons simultaneously. The problem was that when I would plug the stove back in, the Heat Range and Blower Speed settings appeared instead of being blank.

When I couldn't get it to work, I decided to factory reset it, since I knew that the factory setting was "C" for the 25-PDV anyhow. I followed the procedure and once the F-5 went out, unplugged the stove. I tried to follow these directions:

"Heat Mode, the default setting is 'd' for the 25-PDVC, and for the 25-PDV it is 'c', but some control boards default to 'A' when a reset is done. Do not run the stove in 'A' or 'b' mode.
Unplug the stove from the mains.
Plug power lead back in and press both the up and down blower speed buttons at the same time within 4 - 5 seconds and then release the buttons, you should now see a letter (A, b, c or d) in the left or right digital display under heat range or blower setting, you need to change this to 'd' or 'c' using the up / down buttons below that readout, or in case of the 25-PDV you need to use both buttons up or down, once set to 'd' or 'c' wait 10 - 15 seconds then unplug the power again and wait 5 seconds. (Sometimes the mode that you want does not set and defaults back to the mode that it was in before, repeat this step to make sure the mode that you want is set.)"

Again, I couldn't get the Heat Mode to display.

It was starting to get pretty cold so I said screw it and plugged it back in and started the stove. The problem that I'm having now is that I cannot set the Heat Range and Blower Speed separate...it won't let me turn the Blower Speed lower than the Heat Range unless I first turn the Heat Range down. So, let's say I have the Heat Range to 7, I can't turn the Blower Speed down to 5 unless I turn the Heat Range down to 5 first. Once I turn the Heat Range down, I can turn the Blower Speed down, but if I try to turn the Heat Range back up, the Blower Speed goes up with it.

What do I need to do?
 
I believe that's the default operation for this stove. Its a safety feature so that the stove won't go into over temp.

Correct the blower must always be equal to or higher than the heat range .As per instructions in stove manual .

As far as I know, that is not the default behavior as it has never operated this way before.

I've seen several posts about the Heat Range remaining higher than the blower as of late. If I follow your recommendations, I cannot set the Blower Speed higher than the Heat Range. I can only increase the Blower Speed by first increasing the Heat Range. Similarly, I cannot decrease the Blower Speed without first decreasing the Heat Range.

This is not the normal behavior I've ever experienced.

That is what it is supposed to do, it is designed to not allow the blower to be lower than the heat range. If before you did the reset it was letting you then that is bizarre. The reset must have cleared something from the factory. These new england stove controller boards will act wonky if the power is dirty. Mine was erratic until I connected it to a UPS.

Yes. this is to prevent the stove from not being able to shed enough heat and go into overburn shutdown.
