Auger speed = jammed pellets

After refurbishing my England 25pdvc, I am having an issue with the lower auger, not keeping up with the upper auger.
This is resulting in pellets building up in the shute between the two, until the upper auger begins packing them so tight that it jams itself.
How do I synchronize these auger speeds?
 
Are they the same speed motor (1RPM)? Did you switch the wiring? Unless the bottom motor is way under-speed compared to the top this shouldn't happen as the top only turns intermittently while the bottom turns all the time.
