Answer:
The problem with smaller units is that the flame is often not very visible. What you have to do is look for a LESS efficient fireplace. You might find one that is 25,000 BTU, but puts out less than 12,000 into the room.
Heat n Glo used to make a fireplace with a "heat dumping" mode. This was a full size unit, but could put the heat up the chimney instead of into the room.
You will probably have more luck with fireplaces than with stoves. Start with http://www.heatnglo.com
Another option is a wood burning pre-fab fireplace with vented logs in it. vented logs put most heat up the chimney. However, be sure to include enough combustion air in the room for these.
