Block off plate

Getting ready for install, and sorry for the constant questions. How necessary is a block off plate with a pellet insert? I plan on stuffing roxul up and around damper , but wasn't planning on doing a block off plate. Does anyone see a problem with this.
 
That sounds fine. If it is blocked off to stop most of the cold air coming in. Many wood stove burners install the block off plate to stop heat rising also, but with a pellet insert that really isnt a concern. What you are doing is fine in my opinion.
