The insert I have has a surround for it. Would a block plate do any good with the surround on? Would the heat just get trapped between insert surround and block plate?

Is the insert connected to a full liner? Is this an interior or exterior chimney?

You are correct, with a block of plate, the fireplace cavity around the insert will get warmer. That is a good thing, especially with an exterior chimney, because more of the heat stays at the insert envelope and not heating up the masonry of the entire chimney system. This is measurable as increased temps coming out of the blower. It depends on the installation and outdoor temps, but some folks have come here complaining about their stove not heating, put in the block off plate and reported back that it was like getting a bigger stove.
