Heater, welcome to the forums and the correct place for pellet burners.

If your burn pot is filling up you have an air flow issue caused most often by having a dirty stove.

Please tell us the stove, you should modify the thread title to add the stove make and model. That way you'll attract other owners who know all of the hiding places for ash and other things about your stove.

Please describe how you clean your stove.

Welcome to the forum. How about a little more information,
1.) What stove is it?
2.) How is it vented? name each part and diameter.
3.) What pellets are you burning?

Then we can tell you to clean the pipe or air chambers in the stove.
90% of stove problems are bad installations and dirty stoves
