Its 14' and change from ridge to fascia. I think I need to add a little unless the cap is factored into the 2 10 rule. I'll check it out today.
The cap is included into the required height.
 
What kind of caulk are you supposed to use when putting a storm collar on? What temp should it be able to withstand?
 
Regular GE Silicone II is fine or other good quality silicone rated at 400F. The pipe doesn't get too hot up there.
