Quite common on chunks of willow.
 
I have some mulberry cut and split a couple of months ago and it is doing the same thing
 
Looks like a sprout coming off a potato, plant one of the rounds in the ground and see what happens :p
 
Tulip does it as well.

I saw that this summer as well. Think of it as water being released from the wood I suppose?
 
Have seen it with Russian Olive.
 
It is very common. It seems to happen more less if the wood is cut during the winter months.
 
Thats what happens at the base of an ash tree when the emerald ash borer gets it...
