Question:

We bought a 7 year old house with a majestic wood burning fireplace. When I turn on the fan there is no air coming from any of the vents, not even on high. I removed the louvers on the bottom covering the fan and found that there is actually two small fans placed in the middle of the opening. There is open space on both sides of the fans. They blow toward the back but nothing really directs the air up and out the top. The air just circulates back around to the front and back into the fan. Did the installer forget a shroud of some sort or what.

Answer:

Sad to say, but this is typical of most Zero Clearance fireplaces. You usually cannot feel any air coming out of the vents. These fireplaces are not designed to heat, and the fans are often just an extra cost item that do little good. The exception are those airtight and high efficiency units like the BIS, FPX, RSF and others. However, very few builders install this type of fireplace...most use the lowest price unit they can find.
