I know that a hearth must extend 16" in front of a woodstove. Does a pellet stove carry the same requirement?

No. It is usually 6 inches in front of a pellet stove. The installation manuals for the stoves all lay out the requirements.
 
Sweet! We don't need a hearth extension. I feel like I just earned the $50 I don't have to spend to make one.
