I have an Osburn 35MF-Hybrid Pellet insert which is UL listed. The manual states that there should be a min of 7" of floor protection from the front door. Is this correct as I have seen 16" and 18"

That is the minimum. It is always better to go more.

18" is the minimum hearth requirement from the front glass for wood stoves. It was 16" until last year. This doesn't apply to a pellet stove. You'll be fine following the manufacturer's specs for it's hearth. But as kinsman notes, there's no harm in going with more than the minimum.
