Is a fresh air kit mandatory for the stove to run?
 
This is my understanding. The fresh air kit is only needed in certain instances. If you have a "hyper insulated" house, you dont want the stove to use up the oxygen in the house. Most houses this is not an issue.

Another case is if it is being installed in certain double wides or trailers I believe.

Your best bet is call the dealer or manufacturer of the stove for clarification on your specific model.

Your manual will clearly define if it's mandatory or not.

The thing is, if the manual states it's mandatory for your
particular installation, your install will not pass inspection
if you don't connect the oak. Some stoves such as the
Englanders require it for all installations.
