Please explain...

Just had Regency i2400 installed with full liner. Our oil fired furnace essentially sits under the insert in the basement. Both seem to be vented into the chimney. Can someone please explain how this set up works? Should I be concerned that the liner is not allowing the furnace to vent properly?
