i installed a barometric damper last night and set it at.05 which is within spec but it is still having a hard time reaching operating temp 140
 
set your aquastat to 180 and your draft door should shut at 180. your only going to get that temp if the draft door is open. i dont think your getting your refractory up to operating temps which kills your efficiency . let it run and get to temp then worry about what your draft is. your not going to get accurate draft readings if the boiler never comes to temp.
