I am about to install my block off plate and I plan on insulating right above the plate. However, I have read that many others stuff the smoke shelf of the chimney with Roxul. Does this just help keep more heat in? Could it cause the liner to get too hot? Thanks!

It's a common practice. No worries, just make sure that the smoke shelf is free of creosote and vacuumed clean.
