This is my first experience with hydraulics. Is this an unusual part? I assume its reusable? Why are there little metal filings on it? The word/numbers on the board are the words on the end.

What you have is a in-tank screen for the tank outlet. Loose metal filings could be from when the tank not being properly cleaned when built or from the pump wearing out.
 
Some amount of metal shavings is perfectly normal. As Triptester mentioned, they could be from the initial build or break-in of the pump. Should be reusable.
 
Yep, that is known as a suction strainer. Unlikely the shavings are from the pump, since they would have had to pass through the return line filter to get into the tank. Not to worry, though, that is what the strainer is for, to prevent metal junk from wrecking the pump.
